Carlos Zavala Ruiz, is a graduate of Instituto Tecnológico y de Estudios Superiores de Monterrey with a degree in Bussiness Administration. He has more than 14 years of experience in the healthcare field in Mexico. Coming from a family of doctors, Mr. Zavala started in the cross border healthcare business 12 years ago as a consultant to a TPA (Third Party Administrator) called Latino Health Foundation, who was responsible for the administration of a cross border health plan that US companies where purchasing for their employees. After one year of consulting, LHF was purchase by Transborder Resources de Mexico, who then decided to move all of its operation from San Diego, Ca to Tijuana, Mexico hiring Mr. Zavala as their first Mexican employee giving him the title of Regional Manager.
After 1.5 years, he became Vice-President of Operations, running offices in Tijuana, Monterrey, Mexico and Guadalajara. Here at TRM was where he developed a strong knowledge in the cross border healthcare field, primarily in the operation of HMO type healthcare programs and in the development and contracting of medical networks in Mexico.
After 3.5 years of working for TRM, he remained for one more year, as a personal consultant to his old company. Additional to this, 1997 he was Co-Founder of Instituto de Radioterapia de Baja California one of the only 2 private radiotherapy centers in Baja California, Mexico. In 2004, as a consultant, he join Hospital Angeles Tijuana part of Grupo Angeles Servicios de Salud the largest private hospital organization in Mexico with over 20 Hospital across the country.
He currently holds the position of Director of Business Development for Hospital Angeles Tijuana, where one of his main goal, is to offer the services of HAT and it’s medical network to the major healthcare carriers in Southern California (HMO’s, Insurance Companies, TPA’s) and Medical Tourism companies.
